Rwanda is a landlocked country situated in the Great Rift Valley of East Africa, where the African Great Lakes region converges with Southeast Africa. It is bordered by Uganda to the north, Tanzania to the east, Burundi to the south, and the Democratic Republic of the Congo to the west. Often referred to as the "Land of a Thousand Hills" due to its highly elevated and rugged geography, the country’s terrain is dominated by mountains in the west and savanna to the east, with numerous lakes throughout the territory. The political system of Rwanda is a multi-party presidential republic. Under the 2003 Constitution, which was amended in 2015, the President of the Republic serves as the head of state and holds broad executive powers, including the creation of policy and the command of the armed forces. The President is elected by popular vote. The head of government is the Prime Minister, who is appointed by the President and oversees the Cabinet of Ministers. The government operates under a unique consensus-based model designed to prevent the ethnic polarization that characterized the country's pre-1994 politics, requiring that the President and the Speaker of the Chamber of Deputies belong to different political parties.

The Parliament of Rwanda is bicameral, consisting of the Senate and the Chamber of Deputies. The Chamber of Deputies has 80 members, with 53 elected by popular vote through proportional representation. A unique feature of the Rwandan legislative branch is its constitutional requirement for representation; 24 seats are reserved for women, two for the National Youth Council, and one for the National Council of Persons with Disabilities. The Senate, the upper house, consists of 26 members who serve eight-year terms and focus on monitoring the application of fundamental principles and the performance of the government. This legislative structure is intended to ensure broad-based participation in the nation's law-making process.
