The Bailiwick of Guernsey is a self-governing British Crown Dependency situated in the English Channel, approximately 48 kilometers off the coast of Normandy, France. As a Crown Dependency, it is not part of the United Kingdom nor a member of the Commonwealth of Nations in its own right, though the British government is constitutionally responsible for its defense and formal international representation. The Bailiwick includes the main island of Guernsey and several smaller islands, such as Alderney, Sark, Herm, Jethou, and Brecqhou. The relationship with the British Crown dates back to 1066, when the Duke of Normandy conquered England; as the only part of the Duchy of Normandy remaining under the Crown, the islands maintain a unique legal and political identity separate from the UK mainland.

The political structure of Guernsey is a non-party parliamentary representative democracy. The legislative body, known as the States of Deliberation, consists of 38 People’s Deputies elected by island-wide voting every four years, along with two representatives from Alderney. Notably, the assembly does not operate on a traditional party-political system; instead, most members sit as independents, and the government is managed through a committee-based system. The senior committee is the Policy and Resources Committee, which coordinates the work of the assembly and leads on international and financial matters. The President of this committee is often considered the island's de facto head of government, though the formal head of state remains the British Monarch, represented on the island by a Lieutenant Governor.

Guernsey’s economy is dominated by a highly developed international financial services sector, which accounts for approximately 40% of the island's Gross Domestic Product. The jurisdiction is a globally recognized center for banking, investment fund management, insurance, and fiduciary services. It is particularly noted for its expertise in captive insurance and private equity structures. The financial industry is supported by a robust regulatory framework overseen by the Guernsey Financial Services Commission (GFSC), which ensures compliance with international standards for anti-money laundering and transparency.
