The French Southern and Antarctic Lands, known by the French acronym TAAF (Terres australes et antarctiques françaises), constitute an overseas territory of France with a unique legal and geographic status. Unlike other French territories, it has no permanent civilian population and is primarily dedicated to scientific research and environmental conservation. The territory is composed of five distinct administrative districts: the Kerguelen Islands, the Crozet Islands, the Saint Paul and Amsterdam Islands, Adélie Land (in Antarctica), and the Scattered Islands (Îles Éparses) in the Indian Ocean. In 2019, the Southern Lands and Seas were inscribed as a UNESCO World Heritage Site due to their immense bird colonies and pristine marine wilderness.
The TAAF is administered by a Senior Administrator (Prefect), who serves as the representative of the French State. The administrative headquarters is located in Saint-Pierre, Réunion, which is not part of the territory itself. Because there are no permanent residents, there is no elected assembly or representation in the French Parliament. Instead, each district is managed by a district chief with powers similar to a mayor, including judicial police duties. The territory's governance is advised by a council of experts and scientific researchers.
Despite having no permanent residents, the TAAF has a dedicated judicial system. The Senior Administrator (Prefect) acts as the registrar of births, deaths, and marriages. While marriages are extremely rare, they can technically be performed at the stations. All legal disputes or crimes occurring in the territory fall under the jurisdiction of the courts in Saint-Denis, Réunion.
